Yes it does. It means you can change your PIN and update your certificates on your ID card.

Q: Will this allow me to login to https://eid.belgium.be with my national id and is it compatible with macos high sierra 10.13.3?

Yes, it works with Belgium eID (you need to install Belgium ID software to your computer). Also It works with Mac OS. It should install automatically all necessary drivers for that. If not, they are available from Gemalto website.

Q: I'm looking for a digi tacho card reader that will work with my android phone for keeping track of my driving hours etc. Will this do the job?

I'm sorry, but this device does not work with Android devices. It has full size USB port and you can't even connect it to smartphones with Micro USB ports

One time payment. You are buying this device and keeping it for yourself. Just a reminder that there is no software included. Windows itself can't read the smart cards. Usually card issuer provides correct software that is needed for your card. There isn't any universal software. Each card has different purpose, therefore different software.
