Q: Does the control strip work if the sample is dilute?

Diluted with what? You should always discard the first pee of the day, the results would not be accurate. Should be testing pee that has been in a container.

Q: after dipping the strips in, the c and t lines showed up almost immediately instead of 5 minutes; is this a false negative?

No, just don't read after 5 minutes. I can tell you tho, do not trust these test. I had clear lines all acrossed, failed a lab test 2 days later.

Q: i tested negative for 300mg-50mg how long would it take for the 2 other lines to be negative too?

All levels show results at the same time. 15,20,50,200,300 should all have a line at the same time if you are showing a negative result. If you have a line on 300,200, and 50 but not 20 and 15, that means you passed the higher levels, but failed the lower levels.
