Q: This says it is refills, is something else needed to go with it? if so, why doesn't it say its a complete kit like the 15ct ?

Nothing else is needed. It is not enough for a typical house if you follow the directions so that's why they call it a refill. It's meant to replace ones that popped up already but can be used as a small kit too

Q: Is this safe to put inside a raised vegetable garden bed?

I certainly would not. Move your garden perimeter outside the two-foot zone prescribed by the product.
