Q: Will this pick up lead?

Keeping in mind that this device is meant to pinpoint items after you have found them using a larger, more effective metal detector. It appears that lead is not a very good conductor of electricity so finding lead is more difficult than some metal like iron which is highly conductive. So, the answer is yes it will detect lead, but not from very far. So, if you have a larger metal detector it can detect lead and after you dig, you can use this item to get closer to the metal object.

Q: I'm looking for a detector that can locate property pins. They are not magnetic and appear to be aluminum. Is this product up to the task?

It found my property pins very quickly. I don't know whether mine are magnetic or what material they are but they are some sort of non-rusting metal.

Q: I ordered this and it stays on beeping when no metal is around, is this normal?

Continuous beeping means low battery. Mine came with a battery but it was almost dead.

Q: would this find a underground water value? thanks

If you are talking about a water "valve" then it would depend on how deep it is. Most "freeze proof" water valves are at least 2 feet below the surface so it would not be able to detect that.
